Thomas Womble Chief Executive Officer close Thomas Womble
Chief Executive Officer
Mr. Womble, CEO of Liberty Tire Recycling, has 25 years of experience consolidating, integrating and optimizing solid waste companies. These experiences span various industries, including solid waste hauling, landfill development and operations, portable toilets and tire recycling. Mr. Womble was an original investor in Liberty Tire Recycling, LLC. He returned to the company in 2013 as the Chief Operating Officer and was named CEO in 2017. Mr. Womble received a B.S. in business administration from the University of North Carolina Wilmington.
GREGORY CUMMINGS Senior VP and Chief Financial Officer close Mr. Cummings joined Liberty Tire Recycling in January 2013 and held the role as the Company’s Controller, and Chief Accounting and Administrative Officer. He has more than 35 years of experience within the waste management, oil & gas, chemicals and plastics manufacturing industries. Prior to Liberty Tire Recycling, he held C-level positions with EQT Corporation and Aristech Chemical Corporation. Mr. Cummings is a certified public accountant and earned his B.S. in accounting from Penn State University, an MBA in Finance from the University of Pittsburgh and a certificate in advanced corporate taxation from Michigan State University.
BARRY MATHIS Chief Human Resources Officer close Mr. Mathis has more than 25 years of manufacturing and quality experience. Prior to joining Liberty Tire Recycling in 2012, he worked for Boeing, Alcoa and Oldcastle Building Envelope in various roles. He has a B.B.A. from the University of Georgia and an M.S. from Southern Polytechnic State University.
MARK VESCOVI Chief Information Officer close Mr. Vescovi joined Liberty Tire Recycling in 2018. Prior to joining he held various positions at Highmark Blue Cross Blue Shield for 22 years and has more than 30 years of experience in IT within the healthcare, finance and manufacturing industries. Mr. Vescovi earned a bachelor’s degree in computer science from Indiana University of Pennsylvania, advanced certificates in strategy and innovation and management and leadership from the Massachusetts Institute of Technology and an M.A. in project management from Duquesne University.
Patrick Ryan Chief Strategy Officer close Patrick Ryan
Chief Strategy Officer
Mr. Ryan joined Liberty Tire Recycling in June 2023. He previously served as the Chief Financial Officer of Resources Environmental Solutions (RES), a middle market environmental services business backed by Onex and KKR. Prior to joining RES, he worked as an investment professional in the Americas Private Equity division of KKR and began his career in the investment banking division of Tudor, Pickering, Holt & Co. (now a part of Perella Weinberg Partners). Mr. Ryan holds a B.A. in Economics & Global Studies from the University of North Carolina at Chapel Hill where he was a Morehead-Cain Scholar.
Andrew Meurer President and Chief Commercial Officer close Mr Meurer brings more than 30 years of experience in the manufacturing space to Liberty Tire, most recently spending the last 12 years at Michelin North America as the Vice President of Sales for the North American Tire Division. Prior to that his time was spent in management positions at Procter & Gamble (P&G) and Kimberly-Clark. He has decades of experience working with both retailers and manufacturers in the tire industry and beyond. Mr. Meurer earned his BA in Economics and Political Science from Hobart College Bachelor of Arts in Political Science and Economics from Hobart and William Smith Colleges. He joined Liberty in January, 2024.
STEVE BIGELOW President Worldwide Outbound Products close Mr. Bigelow brings more than 25 years of consumer-packaged goods experience to Liberty Tire Recycling, most recently as president, Action Sports Division, for Easton-Bell Sports. He has experience dealing with a broad and diverse range of retailers, consumers, suppliers and corporate partners. He earned a B.A. in marketing from the University of Nebraska-Lincoln. He has been a part of the Liberty Tire Recycling leadership team since 2014.
Frank J. Decarlo General Counsel close Frank J. Decarlo
General Counsel
Mr. DeCarlo brings more than 20 years in business, legal and leadership experience to Liberty Tire Recycling. He earned his J.D. and M.B.A. from West Virginia University. Mr. DeCarlo received a B.S. from the U.S. Military Academy at West Point, New York, and is a former U.S. Army officer serving in the United States, Germany and Iraq. He has been part of the Liberty Tire Recycling leadership team since 2010.
DAVID GREENSTEIN Executive Vice President and Sr. Advisor to the CEO close Mr. Greenstein, Executive Vice President and Sr. Advisor to the CEO, has more than 35 years of experience in the recycling industry. As the former owner of US Tire Recycling, one of Liberty Tire’s first acquisitions, and Lakin Tire which was acquired in 2018, Mr. Greenstein brings a wealth of knowledge to the team at Liberty Tire Recycling. Prior to his time at Liberty, he was also the President & CEO of Waste Recovery, Inc. David received his BS/BA from Boston University and is also a Certified Public Accountant.
Scott Fowler Senior VP of Strategic Operations close Mr. Fowler has 16 years of experience in the tire recycling business. He worked for US Tire Recycling before they were acquired by Liberty Tire Recycling in 2000. Prior to that he worked in commercial banking with Southtrust Bank. He has a B.A. in business administration from University of North Carolina at Charlotte.
LEIGH EASTMAN Senior VP of Support Services close Ms. Eastman joined Liberty Tire Recycling full time in 2018, after consulting with the firm on various projects for several years. She has more than 20 years of experience in operations, finance, sales and marketing and is experienced in manufacturing, banking and broadcasting. Prior to joining Liberty Tire, Ms. Eastman was vice president of operations for NEP Broadcasting. She is a certified public accountant and a proud Clemson Tiger.
CHASE HELON Senior VP of Operations close CHASE HELON
Senior VP of Operations
Mr. Helon joined Liberty Tire in 2011 and has served in a variety of progressive finance and commercial operating roles. He has more than 15 years of experience in finance and prior to his time at Liberty, worked for Deloitte. Mr. Helon has a B.S. in business administration from Bucknell University and is also a certified public accountant.
AMY BRACKIN Senior VP of Sustainability close Ms. Brackin joined Liberty Tire Recycling in 2012 and held roles in business and market development before being promoted to VP, Sustainability and leading the company’s ESG strategy and sustainability initiatives. Ms. Brackin earned her B.A. in political science at the University of Delaware and has completed coursework on Sustainability Management from Duke University and Yale’s Executive Education program. She currently serves as a member of ASTM’s COTCO Board and is a past chair of the Synthetic Turf Council (STC).
